I somehow didn't see consoles dicatacting graphics in MMOs or strategy games. THey only dictate where FPS graphics remain and even that not fully.
Also...it's not about graphics...gameplay ideas, new genres, new business models, accesories, design trends...etc..all start and evolve on PC. Consoles are just following the trends PC create.

Halo was supposed to be a RTS for PC and MAC but was then turned into a tactical 3rd person shooter and planned for PC and "next-gen" (DC, PS2) consoles and eventually turned into a 1st person shooter planned for PC-only and finally into a Xbox (timed) exclusive FPS when MS bought Bungie.

Those links tell me nothing untill the specs are actually confirmed by MS or Sony.
And even if they would use a high-end GPU/CPU/APU sollution it would still likely be cut-down for console format (128-bit memory interface, less ROPs, ect.).

AMD Kaveri APU already has Radeon HD 7750 level GPU(8 CUs). AMD Liverpool APU seems to be 16 CUs version.
PS; GDDR standard was created ATI(now AMD) and AMD's memory team is hard at work for GDDR6.

Halo is right up there with the PC greats like Quake. Even the very PC style game Crysis was influenced by Halo.
