You need to read the article. They already announced the games for the 360 but they did not have the PS3 version in production. Because they didn't have plans at the time to make that version.
MS approched them about making it a timed exclusive. They capitalized on that because they didn't have plans at the times for a PS3 version.
So say what you want. Doesn't change the fact that 360 version was in dev and wasonly announced for 360 at the time.

when they first showed BioShock, no platforms where specified, until they were 'approached' by MS. the fact is, MS 'approached' them, thats the bottom line of the whole thing. 'APPROACHED'. and in this case, Sony 'APPROACHED' Atari.
it does not matter about the development, the main thing is that 'APPROACH' changes business models and MS is known for approaching.
