Sony was losing $200 on the PS3 initially, and, if this comes true, they will have dropped it an additional $200. Sony didn't want to decrease prices this fast and lose that much money for this long of a time.
That being said, this is bad for Sony, but great for PS gamers. This will surely increase PS3 sales (how much, I don't know, but it could be substantial) and may even instill lost confidence for third party developers.

I don't think they'll save that much money from the 40 GB version. I can count the dollar difference between the wholesale cost of a 60 GB drive and 40 GB drive on my fingers. Media and USB slots tend to cost very little as well, particularly at the wholesale level. I'm not sure what the emotion engine costs, but it's already been removed (I doubt it's much anyway considering the die size should be miniscule now).
Besides, losing more money on the lower end model is standard practice. MS loses more on the core than the Premium, and the also lose more on the Premium than the Elite. Extra Hard drive space, up to a certain point, has a very low marginal cost.
