they couldn't finish the PS3 port in time, and didn't want to give the 360 a free timed exclusive - fact. it's the stupid cell extending development cycles. 360 was the lead platform.

well now it appears that Gamespot has updated it's story on the delay based on new info from R*

what else could this possibly mean? 360 has always been the lead platform, so I can't see how this means anything other than 'delayed due to the complication involved in developing for PS3'.
please enlighten me if you have other interpretations.
