yeah thats true but in the latest games the cutscenes and gameplay dont look very different from each other (SC4 for example)

Yes, all of them, but particularly that first pic. The textures are so low res/bland.

The game's artistic approach is realistic 3D and you are comparing it with a cartoony 2D approach.
