The answer is not that hard. I'm sure you can figure out why someone would choose a 3DS over the Vita. :]Because they're Nintendo fanboys that will blindly buy whatever Nintendo comes out with despite the competition being vastly superior in every imaginable way? Yeah, I get that reason. I mean a real reason. Better hardware. Better games. Same price. Only the most blind of Nintendo fanboys would get a 3DS instead of Vita. At launch the Vita will have a library of games rivalling the entire 3DS library up to that point. As time goes on the gap between the amount of quality games will only widen. When Vita comes out the 3DS will have been out for about 8 months. Vita will have as many good games on day one than 3DS has managed to get in its entire 8 or so months on the market. Now imagine the Vita library 8 months from then. Vita will have a better library than 3DS.Do you happen to have a crystal ball? Just because Vita may have a good launch lineup does not mean its guaranteed not to slow down next year. Also, games get delayed, and its possible that several of those launch titles could be pushed back. Here's the thing, the 3DS also has excellent third-party support and Nintendo is often quiet about the games that they are developing.
As time goes on, you could see the 3DS emerge with the stronger library while Vita falters. The 3DS is getting Super Mario 3D, Mario Kart, OOT, Starfox 64 3D, and Kid Icarus: Uprising this year. That's four major Nintendo franchises along with a franchise that is finally seeing a new game after so many years. And that's not even counting games like MGS3 and Sonic Generations which are both titles from major franchises.
I won't argue that Vita has a good launch libary, but stop acting like the 3DS will have nothing this year. Nintendo is putting out several hig-profile titles over the course of the year that will ensure the 3DS is in good shape.
In the end, it will all come down to the system that third parties support more. Right now, both handhelds enjoy good support from third-parties.
Could Sony widen the gap and make the Vita a more attractive system for thrid-parites? Of course, but its still too early to write off the 3DS by acting like Vita will blow it out of the water. Nintendo seems to be prepping several major hitters for this year, and it will be difficult for Vita to counter the lineup fully.
Regardless of how good Sony's lineup is, the difficult task will be finding a game that can redirect people away from Super Mario 3D and Mario Kart.
