Nope. The store is selling EXP boosters (so you don't have to grind as long) and cosmetic items only. Even without the boosters they say it will take a dedicated Planetside 2 player (using averages collected from planetside 1) about a year to unlock everything. This puts it on par with Planetside. Of course you could speed that up.
They are not selling anything that gives you a in-game advantage. That has been a major focus since day one. Nearly every interview with the main developer has had him mentioning they are not going to make the game Pay to Win in any way.
Of course this all remains to be seen, but considering they've been building this game around a F2P mechanic since it's development, I can absolutly believe it. TF2 was never built to be F2P.
Lets take two people both want same rifle. They normally play same amount daily, but the other one has booster. That means he gets the gun faster (which probably is better than the other dude has). That is pay to win - Not straight one like "I buy this gun with money, does 50 percent more damage than majority of other players' guns", but still is.
Edit: He buys booster with real money, gets gun faster. Where in that its not p2w? True that the other player gets the gun too, but much later.
The game isn't built like that at all. You gain experience when you don't play, just to prevent that from happening. So bascially, if you cannot play every day, you still gain experiance that you can use to unlock stuff. You also cannot just equip all of the most badass equipment in the game. The certificate system prevents that from happening. Each build is a balance. If you're sporting the best infantry weapons, you're going to be hurting in other areas and will need to play with people who have the certs that you lack. So it doesn't matter if you unlock everything right away, if you specify a build you want to run, you can have it in an hour or so. 300 certificats, you can only have 10 active at once. So you can focus on unlocking all 10 you want right away.
That's how it is Planetside right now. Everything is very specific. It's not like Battlefield 3 where you just hop in a tank and go. If you are driving the tank, you cannot wield infantry weapons or have bigger armor. If you're a sniper, you have to give up other things to use the sniper rifle.
You really should learn about how the game is instead of just injecting your own assumptions about it and then arguing along those lines. You're 100% incorrect about your statements in the game. So don't tell me "Where in that its not p2w?" when you described something that isn't even in the game.
