As for ME2, it's an RPG. No point in comparing Gears of War to it. It is a dumbed down RPG that focuses mostly on action, but still an RPG. ME3 is the best out of the bunch as it finds a happy middle ground between RPG and action as a true hybrid. You should play it when you get the chance. I think you'll like it.

As for Mass Effect 2, I don't really know anymore. People call it a dumbed down RPG but with no basis for what an RPG is I can't really agree or disagree. All I can say is that I had fun in Mass Effect 2, lots of fun, loads of fun, and I consider it a very good game. That's all I can really say for it.

In regards to Mass Effect 2, I've explained my stance many times on it.
If you've played the first Mass Effect, it's a dumbed down shooter that relies on auto-aim and a lot of stats to help you get better.
For Mass Effect 2, it focuses more on the TPS combat and removes a lot of those stats. They're still present and you can get better at the game, but they aren't necessary for you to use them to complete the game. You can beat ME2 by simply going into cover and playing it like a shooter. The decisions are very black and white though.
Mass Effect 3 is where the balancing act takes place. The levels open up, but are not as open as in ME1. The stats are still streamlined like in ME2, but the difficulty of combat is ramped up making it necessary to level up your skills the way you want to play.
They aren't bad games, but ME1 veers towards the traditional, stat-based RPG gameplay, playing essentially like a real-time KotOR and Mass Effect 2 removes a lot of those things, focusing on extremely linear level design and action gameplay with unique characters while Mass Effect 3 melds the best of both.
Anyway, if you REALLY want an idea on how I feel about ME2, I can link you that thread I made a few days ago. But I don't think it's necessary. All I know is ME2's focus to action gameplay is my main point. It's still an action-RPG, of course, but ME3 better utilizes the whole level-progression without returning to minutae of the first game.
The entire trilogy however is worth playing, if only to see how the games evolve/change and eventually settle on ME3.
It drops the ball on the ending, but hey, you can't win 'em all. :P
