The only fair way to compare the averages is to take to top 26 of the 360's games and compare it to the top scoring games of the PS3. The average when you only take the top 26 is 86%, a far cry from the 82% you have posted. (Compared to the 87% of the PS3.)
Also, you still haven't added these games. (Even though it was brought up hours ago, and you have been reminded at least once.) It's not 30 games vs 26 games. It's 35 vs 26, heavily in favor of the 360.

Debatebale. GT fans have been waiting for GT5 for like 5 years or something. Halo fans have been waiting for another Halo game for a year?

I think that the PS3 and Xbox 360 are in many ways comparable. Personally, I prefer the Xbox 360's games (referring to Halo, Gears, and Fable). However, when you look at what the PS3 was in 2006-2007...it's incredible the ground they've covered to have the PS3 become what it is now.
In my opinion, the PS3 is better because it is a more balanced and reliable system overall. As for the consoles themselves, I think the PS3 is better because it is definitely more reliable than the majority of Xboxes, with a Game Informer survey showing 54% of original Xboxes failing, compared to 11% of PS3's. And about online, the Xbox probably has slightly higher quality online play, but I don't think the $50 per year subscription is worth it. And you also have to add the $50+ for all original Xbox users who use Wi-fi. The PS3 has always had built in Wi-Fi and free online play, which works fine for me.
And Gamewise, everyone has their preferences. But for my tastes the PS3 has more games that I would want then the Xbox, and I also think the PS3 has a more Diverse range of genres.
Here's my list of good PS3 exclusives that are currently out: Resistance: Fall of Man, Resistance 2, Ratchet & Clank Future: Tools of Destruction, Ratchet & Clank Future: A Crack in Time, Uncharted: Drakes Fortune, Uncharted 2: Among Thieves, Killzone 2, Infamous, Little Big Planet, Metal Gear Solid 4: Guns of the Patriots, Demon's Souls, and Valkyria Chronicles.
And PS3 to be releasedgames: Resistance 3, Killzone 3, Infamous 2, and Little Big Planet 2
And my list of the best Xbox exlusives: Halo 3, Halo Wars, maybe Halo 3:ODST,Gears of War, Gears of War 2, Fable 2, Mass Effect, and Mass Effect 2(until January 2011).
And Xbox TBR: Halo Reach, Gears of War 3, and Fable 3.
So in my book, the PS3 has 16 forseeable games going for it that cover many genres, while the Xbox has 9 concrete exclusives that are not as diverse as the PS3's library. But that's just my opinion.

Usually Cows will run off a list of PS3 exclusives and then say LOL what does the 360 gots, Halo and Gears LOLZ and ignore every other game, even when provided with a list of 26 or so 8.0 or higher games and comparing it to the PS3 which only has 4 more, they still ignore it and say LOL wat does the 360 gots, halo and gears.
Either way the 360 "hurts" itself by having a lot of their games on PC rendering them not exclusive anyway, but MS owns Windows so excluding all 360 software from Windows, another side of their company that 2/3 of the world uses, wouldnt make sense from a business standpoint, and would hurt devs pockets as well. More people get to play games in general because of MS., Windows and the 360. Are there any PS3 exclusives available for PC gamers?
Up to date library is often understated in its importance. Older games, while playable, just aren't like new games. I mean, there are classics, like OoT, that I could play right now and enjoy just as much as I did when they were new, but most games don't fall into that category.
Also, considering not only that Sony has more recent games of high quality, but that their games often age better than most, really speaks to why their games often have the legs they do.
