It is not about ignoring income, it is about not being sued for breach of contract.
Well, it wouldn't be the first time. I'm sure Sony were pretty shocked when they found out that GTA3 and Vice City were making their way on the Xbox 360 and PC. Though, as someone said earlier, I don't think anyone know the intracacies of the contract that R* signed.

both consoles are getting their own exclusive content specific to the platforms. to quote a R* rep, the PS3 will have new content 'similar in scope' to the 360s, but specific to the platform. he then goes on to say 'imagine them both as islands full of new content, not just new quests for existing areas' or something to that effect.
Companies and people breach contracts everyday. Trust me, I make a living due to this. :D As 3picuri3 stated, I am sure PS3 will get some dlc, but the contract will most likely dictate who gets what. I am sure there are liquidated damages clauses in the contract to ensure MS has protection. Also, the Sony R* contract for GTA3 had expired, that is why it came to the Xbox. R* did not breach any contract by bringing the franchise to Xbox.
