I'll come forward and say the Scorpio CAN perform like a gtx 1070 based on the port of the game and the talent of a developer.
Scorpio's first party developed games have the graphical fidelity and performance of a GTX 1070 without a hindsight of doubt. Forza Motorsport 7, Gears of War 4, Halo 5 all look Next Gen. All these games have tons of Ultra settings assets from their PC counterpart.
PC gamers do have an advantage in framerates at 1080p since Scorpio's CPU bottlenecks it. So ofcourse a GTX 1070 and the GTX 1060 easily defeats it at 1080p if it's combined with an i5/i7/ryzen.
You are a blind PC user if you deny that the Xbox one X is one heck of an amazing technical feet for a console at 500$. Because it is, since the custom made 6Tflops 12GB GDDR5 Vaporchamber cooled AMD GPU at the Scorpio's core has also a lot of architectural improvements including a 384-bit interface (That's right, a RX 580 which everyone on this forum compares it to just has a 256-bit interface) and Vega induced improvements. On top of that we get the lovely software optimization and generous ram.
Conclusively, the Scorpio can run anywhere from a GTX 1060 to a GTX 1070 ONLY AT 4K based on the game and the optimization that is provided. Thank you Microsoft, you made console gaming exciting again.
