A government has the responsibility of protecting its people and enforces this by making sure that a monopoly like Microsoft doesn't pick on the citizens by charging prices that are out place or having monopolistic strategies.
I'm pretty sure that the quad SLI drivers are still terrible. Since an Nvidia 8800GTX will be more powerfull, have Dx10 and be cheaper than 2 7950GX2 then your best bet is to get the 8800GTX.
ATI is usually better at the high end and performance sector while Nvidia is usually better than ATI at the low and midrange sector(more bang for the buck). But in my opinion i trust a lot more on ATI since i really hate what happened with HDR and the 7X series from Nvidia.
