Because what does that really mean? How do you decide what was a low production quality, and how do you decide if the purpose was solely to make money from uninformed as opposed to informed gamers? the definition is self explanatory. a low production quality game is a game that not only has poor graphics, but also has several very noticeable bugs that would normally be resolved during the debugging/finalisation of the game. most games have bugs in one form or another, but to leave in bugs that are obvious, like clipping issues, poor translations from one language to another, etc. that's just wrong and shows lack of workmanship (production value).
an uninformed gamer is one that doesn't take the time actually learn about the game, to see ahead od time what it's about before deciding whether to buy it or not. once again, it's self explanatory.
That being said... You called Wii Music Shovelware... when it has nothing that you just mentioned... ? So... OK?
