I think the 360 and PS3 will continue to live a little while even after PS4 and Xbox 720 are released, depending on how far apart the pricetags are (hopefully not much). But the PSVita is the main attraction here imo. PS4, X720, and WiiU are not portable, so you cannot play Red Dead Redemption 3 on the train going to work. If publishers want to make sure they don't miss out on the portable market, they need to scale back to PSVita, and that might mean that the WiiU will benefit from this as well. Well, you know, sometimes history repeats itself... when the PSP was first released at the end of 2004, everyone raved about its near-PS2 levels of power. And, indeed, at first the PSP shared a lot of games with the PS2. If they were going to scale back the hardware for Wii U, they might as well scale back for the 360 and PS3 too -- that would be somewhat odd, games coming out on both last-gen and current-gen hardware, although it did happen for many games inbetween 2005 and 2006. Ultimately, though, devs eventually settled on 360/PS3/PC.

The same will probably happen when the PS4 is released; I have no doubt it will make the Vita look downright weak, and the gap in power will be too large for devs to try and fill.
The Vita is 540p without 3D (most games might be 30fps), while the PS4 will likely be 1080p with 60fps and 3D as a standard feature. So that alone would require a large gap for games to even be similar beyond resolution, framerates and 3D imagery. On top of that, you can decrease draw distance, and other stuff for the Vita to handle it. Sure, Vita owners will get worse graphics, but still good enough to be impressive. If people are annoying mute them, not difficult, writing is unpractical in a lot of games though yes it would work for some like MMO's I guess, I think COD may have been a bad example. As for less insults? I honestly doubt it, if there is a way to communicate, people will insult each other regardless of text or spoken, sadly the way of the world when they can hide behind the internet. :( I will admit that using Call of Duty was a bad example. I guess MMO-style games would have been a better fit for chatpads. Either way, its nice to choose between the two. I sometimes like to send messages to my friends who are offline, and I prefer chatpads for that.

Alot of people think the WiiU touch-screen controller is a gimmick that won't change gaming at all. I disagree. If you think that the WiiU touschscreen controller is useless, then you obviously haven't played Dragon Age: Origins, Fallout 3 or Oblivion on a standard PS3/360 controller. Trust me, I would absolutely love to use the WiiU controller as a full-sized map in any of these games (not a tiny map in the corner of the TV screen). Let's not forget how annoying it is to use the shoulder buttons to browse through your inventory or questlogs in these games. Pain in the neck, I say. I think the WiiU will make these games so much easier to play.

Of course, PC will always be the best when it comes inventory management, interfaces, typing etc. But as far as consoles go, I think Nintendo is right on the money.
