Developers seem to think that making a open-world game is easier, but its not.
If they can't fill their world with interesting characters and missions, and can't manage to create a interesting story INSIDE that open-world, they should focus on making it linear.
@ps3gamer1234: You are only taking the technical side into consideration. It you take the artistic side, it does raise a few red flags.
I mean, sure, they know how the engine works, but the creative side of making a game is slow and takes a lot of time for perfection.
That's how ubisoft and activison managed to release a new AC and COD every year... they only had to worry about the technical side, since almost no creativity was added into those game, and most mechanics and story are copy-paste of previous games with a few changes.
