@joshrmeyer: That's definitely not true. Until recently, if a game was released on multiple platforms simultaneously, they offered one review for all platforms often failing to note any difference between them. They did this as recently as Torment Tides of Numenera where they listed the game as PC, PS4 and Xb1 without noting that the game ran poorly on console.
@G4mBi7: That's certainly part of it. A bigger part, I think, is that a lot of people notice HDR--which almost no 1080p TVs have--and think that it's 4K that makes the difference.
@Spartan_418: Fine print is actually rarely enforceable. Courts have routinely refused to enforce EULAs and I don't see why this would be any different. The reason the modders stopped is either (A) out of respect for Take Two's wishes or (B) Even *going* to court can take a tooooon of money. It's just not worth it for people who are making a fan game.
