Its not a beep but more of a shrill shhhhh sound with a high pitched note here or there, and with the motherboard I cant give you the name of it at the moment but i will keep u up to datemomo372
Hmm, yeah that could be a restart due to excessive heat..to get into the CMOS try punching Del or Esc before the Windows loading screen (before you get to the logon screen) shows up, on some systems I think it can also be Alt+F2.

On that hard drive, probably to the left of where you plugged in the data cable there should be a small plastic piece, make sure its set to cable select (probably labeled, if not its probably the setting farthest to the left).
As for the boot order, etc. you can find that in the CMOS (hit Del, ESC, or something else before the Windows loading screen shows up).well it only restarts and makes those whistling noises whenever I do something like listen to music or watch youtube videos.
By the way what is CMOS and how do I access it?

As for the CMOS, thats where you can change different hardware settings like the boot order and voltages. What motherboard are you using in that PC (alternatively, what company is it from)?I have been getting whistling noises from the computer for the past couple of months now and they have gotten so severe that its caused the computer to shutdown and restart itself, my best bet is that the harddrive is beginning to fail on me but my friend told me that it could be something inside over heating such as the Graphics card. My question is how do I know if the sounds and random restarts are caused by over heating or harddrive failure? And if its an overheating issue how do I know what the temperature is and how do I diagnose and fix a overheating computer?

Whistling..thats a new one. Random restarts can be indicative of a heat problem, one thing you can do is check the system temperatures in your CMOS.
I wiped one of my HDD (IDE), and I don't have a way to reformat it! Window's internal formatter cannot handle it because it is to large. Are there any free formating programs that work good? If not, what would I need to buy? I recently bought a new HDD, but its formating software will only work for its brand.jed-at-war
How fast is your connection? Knoppix (or for that matter, most LiveCDs) can be used to format a hard disk. Otherwise..I don't really know what to suggest. Whatever you do stay away from PartitionMagic..there have been some very serious issues that it causes (at least in the past, don't care to look into it again).
Knoppix and SystemRescueCD are probably the best known ones out there, but theres alsoTrinity Rescue (or something like that) and I know a couple of people who swear by that.
