no it doesnt, it only stops when you play in an online multiplayer game, same with xbl

this feature has been added like many updates before...

also, you noticed while you're playing a game a message pops up on the top right when it gets finished

I doubt Sony would allocate the memory necessary to have a layer sitting over every game. Not with such limited memory. But I can only speculate.
