To answer the TC; I know it sounds obvious (and a tad patronising) but read the manual. I had the same problem to start with, after actually following all the steps it works fine.

A decent spec PC, properly optimised with the 7600 GT will give the 360 a good run for its money if not exceed it. Oblivion for example on this setup not only looks better than any of the console couterparts but also has better performance. Now factor in the mods available than further improve the visuals and performance on the PC.;)
