It's because the American telvision and movie standard for film and TV is NTSC, not PAL. Europe is the primary area for PAL. They've adapted it primarily nowadays to keep people from importing stuff early from other countries.
I think for total sales 360 will win by probably a good amount. However, if you look at percentage of sales per console (based on the total number of consoles sold) I haven't a clue what will happen. You might see a higher percentage of PS3 owners with the game than 360 owners, but it could be the other way around.
Neversoft bought Guitar Hero from Harmonix and they don't know what they're doing with it. Their chartings on the majority of their songs are pretty terrible, oftentimes with randomly unnecesarry three-note chords and hammer ons and pull-offs that don't even make sense.
The production value of Rock Band is soooooooooo far above Guitar Hero III. Rock Band is just more fun. For anyone who thinks Rock Band has no difficult guitar songs to offer, I ask you..."Have YOU beaten Green Grass on expert yet???"
You better believe Killzone 2 will be a heavy hitter. With the amount of money that's been invested into that game it's sure to receive much support from SONY and, in turn, probably a high popularity with the fans. You've got Little Big Planet, Metal Gear Solid 4, Resistance 2, and Gran Turismo 5 also to name a few others.
