You really want to upgrade over a stock heat sink if you bought a premade computer. Whatever you do, research it very hard before you do anything and do a modest overclock for your first time. You may also have to add another case fan as well.
part of the reason is the polygon counts these days are much higher so that soaks up a lot of performance even if you lower the resolution, don't animate shadows or whatever the low settings turn off.
there was that game where you reenact killing jfk. The ballistics are very good in it although I never played it myself. Otherwise games tend to not be realistic. Thats the whole point.
I don't think it has even officially been announced for pc so any ideas on requirements would be a guess. I would compare what you need to the ps3 which would really be a mid range pc or less nowdays.
It won't hurt anything to play them backwards if you want. The stories are related but not dependant. However if you have both why not play them in order?
