I've been street fighting for a while, and I say, go with SF2 Remix over SF4 Because most players who play SF4 skipped SF3 Third Strike, and have no idea how to play
SF4 is a spamfest, they took out the parrying from Third Strike, so you can spam hydukens without any stradegy. SF2 didn't have parrying either, but the art is better, + you won't get completley raped if you block a hyduken

Each generation has given me games that I love, so it's really hard to judge.
