When you can't re-download the content from Xbox.com, it usually works from the console. This is through your purchase/download history, of course.
My guess is that this person tried one of the methods and freaked out, thus jumping to the conclusion that his Games on Demand purchase is lost.
Regardless of the outcome, Xbox LIVE users need to realise that they are only purchasing the license to use the content. They don't actually own it. Furthermore, Microsoft can and are allowed to remove content whenever they feel necessary.
Best for this person and anyone else worried to contact Xbox Support, break through the language barrier and put up a good argument. Chances are, even if it says otherwise, you can get a refund for your purchase.

Microsoft are desperate for something new and a shooter will not suffice. Come on, you're going to milk Halo for another trilogy and you have another Gears of War title coming in 2013. It's time to think and be creative, not be Hollywood and create a sequel.

Meanwhile, THQ were busy advertising Saints Row: The Third Complete Package. The very same game which was released 12 months ago, with all the worthless costume add-ons included. Not to mention the lacklustre effort they called a season pass, which allowed you to download 3 bits of add-ons where at most, each offered an hours worth of gameplay. Not bad for an extra $20.
This ship is sinking and the more they hold out on future releases, the quicker it is going to go down. I just hope that Metro: Last Light and South Park: The Stick of Truth make it to the shelf otherwise I am going to be really mad!

At least someone is! My Assassin's Creed III discs aren't labelled disc 1/disc 2, nor does it say single player/multiplayer. In fact, the images on both the discs are the same.
Contacted Ubisoft and they had nothing to say to me. More worried about responding to people on Facebook and Twitter who praise the game as being 'Game of the Year'.
Say whatever you will about the digital age, but NOTHING can take away the joy of sitting on the lounge, or even laying on the bed, opening a magazine and reading it from cover to cover.
If there is one magazine I wish to stop being printed on paper, it's OXM (Official Xbox Magazine). Not sure how they can charge over 15 AUD and fill it will some of the most worthless, pointless crap and get away with it.
Anyway, topic. Any gaming magazine shutting down is sad news for me. Even if they are concentrating on digital, as said above, nothing beats the feeling of reading it from cover to cover.
Give and take, 6 and a half hours a day for 22 days. This is for $7.50 worth of MS Points.
Now, imagine the use of electricity for the $7 and 50c you will have the chance of receiving, yes, the chance of receiving the reward. It's a first-come, first-serve thing, so you could be losing sleep and skipping meals for $7.
I applaud Microsoft for enticing gamers to play Halo 4, but wouldn't you want to promote longevity of your most expensive product? And surprisingly, they push it before the release of Black Ops II.
