GTS 250 would be pretty decent, would be able to play some games on high as well.

A 512mb version can get gotten for $100 with a MIR, you can get a 1GB version for $120 with MIR, which is what I would suggest. 1GB is about all you need, but this is a very decent card. You could go with the 512MB version if your playing on resolutions below 1680x1050.
It specifically says LAUNCH in that article, not release.
"The word is finally out. AMD will launch it's much anticipated next generation graphics processors code name "Evergreen" on September 10th; ahead of Windows 7's launch in late October..
For AMD, these40-nm, Microsoft DX11-compliant GPUs will fundamentally change the graphics industry and give it a clear advantage over Nvidia, again!"
It also said that Nvidia won't even show their cards until the end of September.
I believe AMD would launch the cards this early just to get the early market.
AMD's DX11 GPUs come out on September 11, wait less than a month and you'll have a DX11 GPU and the same or better stuff for less.

When I had my Antec 900, my TRUE barely fit in the case because the side fan holder almost got in the way.
The Megahalem is bigger than the TRUE so it may not fit with the side panel one. Or you may only be able to use one fan.
Wait a couple of months and the new cards will be out, but if you really need to upgrade get a GTS 250.
Your CPU isn't a bottleneck, but you could OC it a little.
I'd only pick up a fan controller if you were replacing all the fans with 120mm fans. For example, putting4 120mm on the side, 3 on top and i think 2 up front.
I set my recording at 60 FPS, but it would never record at 60 FPS, it bounced around between 20-30 FPS sometimes even dropped down to 10 or 11 FPS.
This is on an i7 with a RAID-5 array and 6GB of RAM.
