The entire state is not rural. The 14 1/2 age limit is the same in the city as it is in rural areas. And my driver's license was valid anywhere, as in, when I moved to New York for the summer when I was 15, I could still drive there.

The worst car accidents I have seen didn't even involve 2 cars. Imagine driving 75mph down an empty road with no street lights late at night. I think it is ridiculous to compare which is more dangerous when they are dangerous for different reasons.
