Ok so i have a HD 4890 PowerColor videocard.
This card has a DVI port out the back.I plugged it it from DVI to HDMI into my tv.
The image is great but is there a way to transfer the sound through my TV's Speaker ? Because right now the send comes from my PC speakers obviously
IMO , there should be a way of doing so since HDMI carries the sound output in it already..

on Load , i think you should get max 60c .After that maybe think to buy a new cpu cooler just to be safe ..on iddle you will always have low numbers like that.Core temps are running between 30 'c and 35'c. What range of temp should I avoid reaching?

Getting a workstation gpu will go overbudget for sure , but you should research wich "gaming gpu" could handle the mathematics of a workstation gpu for video editing

I have a quad 8200 2.33ghz , only because i have heavy programs open at the same time
If you are using only for video editing ,,maybe a gaming gpu isnt the right way to go.
Have you thought about going with a work station gpu ?
