The real reason is this:
There is no licensing fee whatsover to distribute and release a game for the PC platform. On the other hand, when releasing a game for a console, you have to pay fees directly to the console manufacture for licensing rights to be allowed to release that game for their platform. also you have to offset the costs of the $15,000 devkits and other expensive, proprietary softwar/hardware/firmware licensing that you don't need to deal with so much when releasing a PC game.
