When they think it's necessary? Do you mean, when the consoles can handle it? As if it matters anyway. People reference the last generation here, but you'll notice that developers had to get efficient with that hardware just to keep up with the market - not make the games run better. They ran worse!

It's not that way anymore. It took a year or two for consumer-available hardware and tech could beat out the previous generations of consoles, around 06 - 08. Now, my relatively inexpensive at the time, 2-year old computer already beats the consoles in performance by far. Now, people could buy $150 GPUs that beat the current generation of consoles, and there's also more software and game support than ever, not to mention ridiculously low game prices with all the distributor competition.
You think both consoles will suddenly push the same, modern 3D games at 1080p and at high frame rates? By what explanation? Certainly not the previous generation, which was unable to attain decent frame rates at the end of its life, and wasn't able to push new games with better performance. They were barely able to just push new games period, let alone do it suddenly with higher resolutions and rendering twice as many frames as years previous.
Games that are hardware dependent aren't going to improve in performance or resolution.

Please, explain, out of concept, how Tomb Raider is running at 1080p at 60fps average vs. PS4's 45fps average, with AA, on my $500 PC.
You're right about the API, in concept, but you describe the consoles' as more powerful than they actually are.

A 550 or 550Ti, 4 years old, is still playing modern multiplats better than the PS4. Unfortunate, I know, but that's the way it is.

And that's where it's obvious that you're just reiterating, with hyperbole and exaggeration, all the random, shitty arguments between the platforms. Average gaming PC? Like, mid-tier or entry level? In 2013/14, that's a $200 270x, 760, 7870 etc. That's but a $550 - $650 build.
Granted, I've not gone into any depth either, but you don't "know alot abou pcs," mate. You have a cursory knowledge at best.
@Zombie8814 That's one of the many reasons people have been utilizing their computers for games, almost primarily, more and more over the last few years.
@dbene @ronaldmcreagan @HartPuncher There wasn't much else to love at the moment, but it was a pretty decent game regardless. It was much more of a story-telling than a game, and those almost always do well if they have a decent story with good execution.
@ronaldmcreagan @HartPuncher I played through MGS4 a second time while skipping cutscenes entirely. Aside from a couple cool moments, that game was incredibly empty and shallow when it came to actual gameplay.
@fester420 True, but a PC appropriated for gaming will give a much better experience. The best thing is though, it's not 2005 anymore - powerful hardware is inexpensive and accessible :]
@neowarrior121 Holy shit, I didn't even think about that. Playing Pokemon would be awesome, and I'm not even particularly a fan. You could make the webcams recognize cards on the table, bring up the appropriate Minority Report-like UI, and play with a friend in the same room or with someone online.
Damn, I probably wouldn't even have any interest in playing it, since it's not my style of game, but it would be pretty sick to have for the tons and tons of diehard Pokemon fans.
