Their smaller so feature have to be stripped out + the board is more cramped meaning less area for heat dispersal and possible problem with large CPU heatsinks.
The USA has a GDP of 14 trillion dollars. Even gates at his peak with $80 billion is a small component of that with less than 1% of a single year GDP. Sure someone very rich could regenerate a small city, or maybe even one of the small states with half a million people in. Their actual effect on the national economy would be minuscule.
It was beast a year ago. You'd still max everything with it now and for the next 2 years. However just be aware that the 5xxx series GPU's don't like Dx11 very much. If you can't build a 2500k+580 +comparable rest of components for less than that I'd take it.
Building yourself that would be $400-50 so not ripped of as bad as some people. Put in a decent video card ($100) and your go from low to mid/high settings.
