A high end pc, at max specs at this point... and i'm talking unlimited budget powehouse...
Can run roughly 12-15x faster than a ps4...at this point in time.
We're talking quad gpu systems here however. And if you want to go completely balistic... dual to quad CPU... yes they exist... they'll cost you roughly 1 kidney.

Memory clock of xbox one is vastly lower than ps4's
2133MHz vs 5500mhz this is the primary reason the ps4 outperforms the xbox one... however with optimization the xbox one can get pretty damn close... easily close enough for your oh so sacred 1080p 60fps epenis.
I just stated that... please read... also Xbox one has a faster gpu. well it's the same gpu actually but the clockrate is slightly higher. (does mean the xbox one requires more cooling, and uses a fair bit more power than the ps4) (in case you haven't noticed, in which case i would advice you to get your eyes check out. the xbox one is a retarded 60% larger physically compared to the ps4)
Hardware is not the issue. (1.6ghz hexa core (that means 8) Amd jaguar chip.(that's 1.6ghz per core note) with the xbox one it's been overclocked to 1.75ghz per core.
GPU (on chip) runs at 853mhz. 8gb DDR3 memory.
It's a system that in theory should be able to run just about everything at max...
Thus the software is the bottleneck... this is a simple case of optimization, in layman's terms: the xbox one needs a patch!
Also... yes in raw power. the Xbox one is able to perform just as good if not better then the ps4.
Ps4 uses same Cpu and same gpu. but running at 1.6ghz and 800mhz. Sony did make an excelent choice to ditch the DDR 3 memory though... and solder 8gb of GDDR5 on the board instead... which is a fuckton faster.
If you're talking 360. this was based on the ibm Xenon chip at 3.2ghz. Comparible to a low end intel core 2 quad (xenon only had 3 cores, quad obviously has 4).
You'd have to use 256mb for system, leaving only a 256mb gfx card running at roughly 500mhz
This in a pc couldn't run an awefull lot before crashing due to memory shortages.
It does dip in fps... it's frustrating to no end...
Then again this is a console issue, not an xbox issue. Shadow fall has fps dips as well...
If i were to make a chart of deaths during a match... 80-90% would be during one of these fps dips... >< The good ol' "hey wtf is going on?!... you are dead! ****" moments.
