NetherRealm Studios handed off development on the PC version to High Voltage Software, the independent studio behind The Conduit, Kinect Star Wars, and various licensed games.
If the price of both systems are the same then it's most likely that PS4 will have better technical specs because the kinect is an added cost which must be subtracted in other areas such as ddr3 instead of GDDR5 or slower APU clock speed. That is unless the xbox1 will cost more or they are willing to take a bigger financial loss on console sales which I doubt either way.
Sony has not disclosed whether they will charge a fee for used games. Everything is moving towards a Steam or Origin like system that's on the pc so developers don't lose any money from rental or used games.
I think this system is sort of like Steam. When you buy a game new you activate it and now the cloud knows that you own the game. So if you play the game at your friend's house then you sign into your profile and it registers that you own the game. If you don't own the game then the cloud knows so you will have to pay a fee to play it with your profile, unless you can "borrow" your friend's profile. In order to play any game, you have to sign into your profile. That's how it's done.....I think.
That's cool. But Sony didn't mention that they are charging extra for used games. Also, I really don't care about the console war since I'm a pcgamer but it's fun to fan the flames. lol. Personally, I hope Nintendo, Sony, and MS are ALL successful since it would mean AMD remains viable to compete against Nvidia and Intel.
Then you won't be able to save your games or have checkpoints or have achievements without the cloud, which is one way to discourage used games. Imagine if you die in COD then you have to start from the beginning of the level. Kind of makes it challenging though.
