It consumes 20W more at load and considering most people most of the times their cpu will be on idle unless gaming then power consumption difference is not that much that it will save him a decent amount of money Besides with the price difference of an i5 and fx4100 in Canada and considering in games he wont notice any difference between them ( with the exception maybe 2-3 games ) unless he is gonna play on 1024x768 its better to get an fx4100 and get a better gpu instead an i5 and a worse gpu Of course with a higher budget i'm not arguing the i5 is a better choice but the fx4100 for budget users its a great choice ( alongside an i3 )adamosmakiwell the 2500k should be compared to the 8120 or 8150. a 4100 maybe compares to a 2120

personally with all of those problems and considering its age i would take apart and refit all the components, give everything a good clean with some airduster, and reinstall windows.

an extra 60% power cost for your cpu will negate being $20 cheaper within a couple of months for a pc on all the time. for a pc on all the time over say two years, you could buy a new cpu from the money you saved going with intel. atleast it could with the power costs here in england.
just google "razor mouse problems" before you go ahead and buy one. the build quality is very poor.
i reccomend logitech g400, g500, mx518 if you can get one.

the amd chip will draw almost twice as much electricity as the intel chips, up to 405w for an 8150 at 4.6ghz vs 231w for a 2600k at 4.6ghz. thats massive.
