Well if he has the budget it doesnt hurt to spend $20-30 more for a PSU. You can never be sure how much power the next gen cards would need. Dropping the GPU would give him enough to go for sandy bridge, infact he will save money as I dont quite understand the point of AM3+ board for a non-enthusiast as this PC wont be upgraded for a long time. The really high quality 450-500W dont actually come that cheap so you may as well spend a bit more.
Yes, AM3+ makes no sense for this build. I would get something with an intergrated gpu, in that department Intel sandybridge is not that good as of now the LIano is a much better deal with 2-3-4 times more powerful graphic chip thats even capable to run simpler games fine, thats why I made a FM1 build above, if however the APU should be found to weak another HD6550 can be run in CF to make performance in the HD5750/6750 midend segment thats only a $40-70 upgrade. True, the good quality 650w isn't that much more expencive, but the Antec 380w for only $40 I put in that build has pleanty with power to run a dedicated midend (again up to HD6850) grapihc card along with a stock clock'ed CPU. Probably good investment to get something in the 500w range, but if this PC isn't going to be upgraded it's a waste on resourses.
