Meh 470 isn't really worth it. The 460 is just as good. But we need to know your budget. Are you going high end, mid or low? I have a 560Ti and I think its a great card for the price. If you find one cheap

and we need to know if he has Windows Vista or Windows 7 to get Dx-11 and i looked online on amazon and you are rigth a 470 is not worth it a lot of people are crazy enought to sell a GTX 470 in the same price as a GTX 570 so might as well buy a GTX 570 newegg from newegg.

Yup thats true. Win7 and Vista are two different mediums when implementing direct x 11.

Or save that money and get an i7 core quad. And use the card he just got. If you want to tap into direct x 11 I would go for a new HD 6950/6970.

Oops my apoligies go with the HD 6870s or 6970s to tap into direct x 11. Your dual core process will do but it's always to good to upgrade your processor as well so that it can take advantage of the new GPU technology. A quad core processor would be great so would a hexicore one as well.

It's self-built (or I didn't put it together a local shopkeeper did it for me :P).

It's about a year old now and the GTS 450 isn't really the most powerful card on the market.

So now I'm wondering what would be the best card I can get in the range of 300-400$?

I would also prefer a Nvidia card as I'm familiar with those but anything else will also do!

If your willing to spend $300 to $400 on a graphics card you might as well spend that on a phenom ii X4 975 or and X6 1100 along with a HD 6870 GC(If your mobo can handle this hardware.)

Someone who read this with no knowledge of V-sync and frame rates would have thought you meant it really reduces frame rates. It's sole purpose is to lock the frame rate to your monitor's refresh rate. So it isn't reducing anything. Not having v-sync on can overheat a GPU if the frame rate is extremely high; I would say close to 200 and over, of course. My advice would be to watch your frame rate with a program like FRAPS, and then proceed from there.

Thats not true either your GPU wouldn't be able to acheive such numbers unless it is overclocked.(Unless we're talking about mid range to high end cards like GTX 580s' , AMD HD 5800s' or 6800s' which stock can achieve such proformance) A GPU would only "melt" if you've overclocked it.(Especially if you don't know what your doing, and or have insuficient cooling) you can melt your hardware with ease in that case. VSync does lock frame rates toyour monitor's refresh rate but your GPU should be able to handle them.

I suppose I should have posted my full specs before...

CPU: AMD Athlon Dual Core 2.2ghz 4200+ (I'm pretty sure it's a 64 XII, but my my PSU died on that PC so I can't really check for sure.)

GPU: Nvidia 460 GTX 1GB

3GB Ram

Vista

I just got a new GPU a few months ago, could do with more RAM though, but a new motherboard...really? How can I check to see my motherboard because I don't have that much money. I was thinking that if I have a dual core now, a newer dual core would also work.

I also wanted to say that the CPU and RAM is the key to PC gaming. (The GPU takes less load off of the CPU)
