If a developer is making a multiplayer game and can't put in voice chat/messaging on the PS3, I doubt they're capable of making a decent online game in the first place.
Personally, corss-game messaging has been always annoying to me. I don't want to know that someone I played R6 a few days ago wants to play a game with me while I'm trying to play Castlevania.
If I want to play that game, I'll put it in my system.

It's not a bad thing. It's just not worth $50 to everyone. When my wife is watching a movie, I don't want yomumma69lol inviting her to play Gears of War.
