Overrate based on what? What you think of the game? A person can't overrate a game based on their opinion. If they feel it's a 10 then, to them, it's a 10. Try not to get worked up about how people rate games and instead play them yourself and assign your own score to them if you so wish to do that.
Based on the quality of the programming of the game. If it has ANY significant flaws, a perfect ten should be out of the question. For me, any flaws beyond something super insignificant, so long as they are not in abundance, is all that is acceptable for that score. And that's only if the scores are integer rather than decimal.

There'll be a few, but not online as Xbox Live for the first Xbox was shut down a couple of years ago.

Oops, I should've read that you've never played Halo before voting. The MCC could be fun for a person new to the series, although I find Halo quite overrated. As for which games to get, get one game plus EA Access. Heck, then you could get rid of FIFA 15, unless you're all digital like me, since it's in the Access Vault.
