Wow. This is a mess. Now Phil Harrison has confirmed to Kotaku that you do need to activate every single game, and if you want to play it at a friend's house you need to buy a new activation code for it. That is, buy the whole f*cking game again.
Here's how the system works: when you buy an Xbox One game, you'll get a unique code that you enter when you install that game. You'll have to connect to the Internet in order to authorize that code, and the code can only be used once. Once you use it, that game will then be linked to your Xbox Live account. "It sits on your harddrive and you have permission to play that game as long as youd like," Harrison said.
Other users on the console will be able to play that game as well, Harrison said. So you don't need to buy multiple games per family. "With the built-in parental controls of the system it is shared amog the users of the device," he said.
But what if you want to bring a game disc to a friend's house and play there? You'll have to pay a feeand not just some sort of activation fee, but the actual price of that gamein order to use a game's code on a friend's account. Think of it like a new game, Harrison says. Kotatu

Microsoft has said that a fee will be charged for any game disc to be tied to a second Xbox Live account after its initial installation. This is likely to limit the market for second-hand games, but would not eliminate the possibility altogether. The company is yet to confirm whether players will be able to play games from disc or run them on secondary accounts without paying for the installation, nor has it given any indication of what the fee may be.

So the rumors were true. I never buy games used but I trade in nearly all of my games to fund new purchases. This is going to affect me putting money back in this industry. Just a terrible news for the industry. This is how you kill an industry.
