No, it was not an inside job. People have a hard timing understanding that a group of terrorists from around the world can come to American and cause so much destruction. They try to rationalize what is going on and explain the "impossible". That is why ever big event (9/11, the murder of JFK, Moon landing) has a conspiracy behind it. They refuse to believe that a wack-o can just wake up one day and shoot the president. No way, there must be something larger going on. It is an unfortunate side-effect of the human mind.

Of course Al Qaeda is going to claim responsibility, that just means they want publicity. terrorist groups take credit for attacks all the time.
