If I had my way, they'd all be eradicated.

Well, I wouldn't say that. Most real gangsters do usually dress like that. And it is true that you can't run with your pants like that. My uncle is a New Orleans police officer.. and he said everytime one of them tries to run, they get caught so quick cuz their pants are so baggy and saggin.
