Well, this is rather simple to me. You see, the N word was originally used by white people in the past as a racdist term to discriminate the black people. So, when a black people say the N word, it has to be in the context of humor because it clearly insults not just the race but himself, which is apparently not intentional since it is common sense that no one would insult him/herself.
But if you are of a different race, then this is going to sound weird because you do not relate to that race, so they cannot assume by common sense that you are kidding.

Well the real reason is simple, I'm sure you all know it inside whether you're gonna admit it or not but....Since the blacks were segregated in most of America's history, I guess we're kind of giving them the permission to use their racial words all they want, to kind of make it equal for all the extra things us white people have had in the past in America.... Well I don't conform to that mentality but it seems like other people think of it that way.
