if your comparing ps3/360 than any game not on both systems can be exclusive to one of them
if your comparing ps3/PC/360 than any game that is excluded on any system can be considered exclusive
if your comparing consoles with handhelds than, welll there is no common grounds really so they are exclusive libraries ie: console library / hand held library
