Well the biggest difference I can think of is that it's a closed system, not an open one.
On PS4 developers, publishers and Sony decides how you play your game and what you play in your game. On PC you can choose lots of control inputs and you can download custom maps and mods next to content provided by the devs/publishers.
PS3 was praised as a high end PC too. I didn't see any community patches for Prince of Persia Trilogy's awful sound problem. So I'm stuck with what the dev/publisher left us with: a broken game. :(
Sounds like a medium PC. Unified memory was already used on the 360, it's nice, but he's acting as if there weren't GPUs out there with 8GB all for its own, this isn't system memory that has to be shared either. The penalty of using PCI-E is pointless if there's no need to access system memory. The only penalty is loading the GPU memory initially but since this can be done asynchronously, it rarely provides a bottleneck. He's basing a lot on CPU/GPU communication, when this can be a null problem since the GPU can be doing many tasks while its local memory pool is being filled. GPUs nowadays have so much internal memory they rarely need to fetch system memory anyways before executing their next instruction. It's nice to get an inside look and it does sound like a nice compromise they made, but they're only cutting corners because it's not a full fledged PC. PCs will stay atop simply by having far more resources.

We did some tests to see how much better it will perform on games, we take a random multiplat, crysis 2.
the main graphics settings of crysis 2
high settings
very high settings
extreme settings
ultra settings
consoles run crysis 2 with 1152x720(1024x720 for ps3) with mostly high settings(lowest setting available settings on pc) and 20-30fps(lets say avg 26fps)
we are going to find how a GTX580 performs compared to consoles in a real scenario, NOT some theoretical power.
A pc with a GTX580 achieves on crysis 2 - 58fps with 1920x1200, extreme settings(+high rez texture pack) (GPU usage around 100%)
now step by step we will continue to lower our settings, resolution, limit the fps to get to console settings.
GTX580 - 1920x1200, extreme settings(+high rez texture pack), 58fps(no lock) (GPU usage around 100%)
GTX580 - 1920x1200, extreme settings(+high rez texture pack), 30fps(lock) (GPU usage around 50%)
GTX580 - 1920x1200, high settings, 30fps(lock) (GPU usage around 27%)
GTX580 - 1280x720, high settings, 30fps(lock) (GPU usage around 14%)
GTX580 - 1024x768, high settings, 26fps(lock) (GPU usage around 10%)
conclusion: at console settings the GPU only uses 10% of its power so we can safely conclude that the GTX580 performs around 10 times better than consoles (also in other games we found similar results).
