I feel the problem is well with this terms of use is that it's highly subject. With moderator discretion as typical with alot of gaming forums, certian moderators tend to overright objective moderating with personal distian. Since the TOS, the moderators here seem decent for the most part but this is a walking advertisement for Napoleon complex to take effect.
The problem as well (imo) is that system wars actively encurages exactly what this TOS is suppose to combat. It's actively going to be a magnet and effect user attitudes and behavour. It's... dumb.

If you really care about creating a better place in which users can hold hands on a hill skipping around in a circle while Nina Samone sings "here comes he sun" you will remove system wars entirely.

I can tell you items reported take time to be handled as a lot of items get reported. I see absolutely zero problem with this, as long as the gifs are not so big in size that they would slow down my browsing. Why so uptight? It's not porn when there's no genitals/intercourse showing. Lord forbids people just want to have some fun.

I bet if they actually put it for vote the vast majority of the community wouldn't want it changed at all.
Look at posts counts and views of each section, it's not some huge coincidence system wars is by far the most popular.
