Why can't PS4/XBO do 1080p/60fps on demanding titles?
Ps4 can to an extent, but so far the only 1080p60 games have been either cross gen, indie or fighters on that console. Nier Automata will be an amazing looking game that'll be 1080p60.
Development is just a lot worse than it was in the 6th gen, 60fps was much more of a norm back then and often times the most visually impressive games were 60fps. Budgets and time constraints have killed a lot of good studios / limit the amount of one of a kind projects.

Yep. It's a money/time/talent issue, not a hardware one. Hardware grunt is the least of this industry's problems. Everything's been swallowed up by the big budget blockbuster games.
Look at capcom, that one company made about a dozen great games on the PS2 alone, and now look at them.

The game render is not native 1080p, it's upscaled from '720p' but it's leaving the engine pipeline natively so the console doesn't need to upscale anything, it bypasses the system as a faux 1080p native render, faux as in imitated, artificial. Why is that so hard you to come to terms with? It's simple, it's been simple this entire time.

Who said anything about a display upscaling the image? Get your English sorted out before you try to get combative with people who speak it fluently. The source device (PlayStation 4) can set the scaling parameters for the render output to the TV or monitor, TV's and monitors are also capable of scaling.
Why do you think when The Order is played on a 21:9 display the black bars are not present? On the 16:9 display they were empty void, nothing, it's no different than watching a "1080p" movie that outputs at 1920x800, they're not actually a part of the film, if you watch them on a 21:9 display yet again the bars do not exist.
A film is not a game render, if those bars were hard coded into the film when it was rendered they would still be present on a 21:9 display, yet they're not present when they are on a 16:9 display, because like The Order they're a scaling method added by the devices themselves, they're nothing to do with the game and they're nothing to do with a movie. It's just a compensation method by the devices for odd aspect ratios that do not match the native aspect ratio of the display, nothing more and nothing less.
You don't understand it doesn't matter if you upscale in engine or by scaler you are upscaling to a higher resolution so your image is not freaking native.
Upscaling is upscaling no matter how you slice is,so the game is natively 720p and upscale internally the end result is the same,you are not getting a 1080p pixel density because your image is 1280x720 blown to 1080p.
The unit interface and menus mean shit you don't play on those.
You don't leave the engine pipeline with a 1080p frame buffer when your image is 720p upscale you are using pixels which aren't there there for is not native and you are getting a 720p signal which is why DF say they tested and got nothing but 720p..
The PS4 doesn't scale The order the order is a native 1080p game with blackbars which is what is know as 2.40:1 like a blu-ray movie of the tons out there yet you don't see any one calling those movies 800p,those are black pixels not bars,in fact not all TV scale automatically and m any don't even scale,they have a set of supported resolutions just like a monitor would,in fact if i set my TV for a resolution that doesn't support it just trows me a blue screen and you will see nothing,even if the resolution is lower than 1080p.
Because the monitor chop the aspect ratio in fact those monitors are rare and cost a freaking ton of cash.
Is consider 1080p because those black bars fill the gap,there is no scaling on the process and your TV upscale nothing the Order is a game natively display at 1920x800 with black bars neither your PS4 or TV upscale anything in the order...

Resolution is not measured in pixel density, that doesn't even make sense as the density is entirely determined by the size of the display, like I said previously, that author is an idiot. Resolution is measured by the number of lines on the X and Y access of the render output.
Those black bars are the result of external scaling methods, it's no different than me playing my Xbox 360 at 720p with a 16:9 aspect ratio on my 4:3 aspect ratio HD CRT, it adds black bars to the top and bottom of the image because the aspect ratio is not native to the display.
That is bullshit you can get displays on certain size which has smaller pixel density than smaller ones,in fact we saw that on phones allot,a 4k TV of 50 inch has a far higher pixel density than a 60inch 1080p one.

They obviously can. It's not like the dev's make a game and just hope the console can deliver the horsepower. They had the choice between 1080P / 60 FPS and 720/30FPS, and the chose the former because it let them do more graphically.

The bigger concern with this game should be the potentially uninspired gameplay that keeps representing it. Though it's hard to not be a little baffled by this resolution and framerate since it was likely meant to make the most out of the Xbox One's hardware.
I'm only bothering with this game via rental. I just hope the 30FPS being sported is consistent.

The problem with 1080i stride on the fact that people last gen use to upscale 720p or even lower resolutions to 1080i creating a problem so if you have a 720p game is better to run it in 720p than in 1080i,but if you have a true 1080i is better to render it at that resolution.
Killzone SF is 960x1080 which still is over 1 million pixels and higher than 720p fool,but but but Killzone is sub HD..hahahaa

If that's the case then that looks incredible, it looks to be much more of a raw video source.
The problem with DF footage in general and the irony really is that they use Youtube which compresses video to hell when breaking down the graphics of a game and trying to showcase them to the public.
People are so far allowed to show the first act and the clips ending it, so there's plenty of real gameplay footage to go around

Yeah apparently it is, see I watched those videos with my headset off, so I went into them with an unbiased objective mindset and came out quite impressed with what I saw bar a few small issues. Going back through them with the audio on and hearing the criticism it completely changes your perspective on what you saw. I'm not saying it looks any worse than the first time, because it doesn't, but the simple act of listening to the guy criticize the game in motion introduced doubt into my mind of what I was seeing and how I felt about it.
I'm not saying these technical breakdowns are bad, but they really can twist the way you feel about something unnaturally and in a way make you 'care' about things you shouldn't worry about at all. It's like getting a new car that you absolutely love and are completely happy with, then people start picking it apart and saying it's ugly, questioning why you bought it and so on, it introduces doubt and remorse that you didn't actually feel, and personally I feel that is cancerous and damaging to personal perspective.

Yeah, I've watched several other videos and this patch has been mentioned, I'm curious what all is going to be done.

At least the cinematic effects look decent to cover up the low res. Love all types of awesome traversal/dodging combined with what I will describe as 'blink combat' where the character has a skill that makes them dart fast around into enemy faces to spunch them while you feel bad ass in the process.
An example of this would be the Zero Shift skill in Zone of The Enders 2: The Second Runner, it's literally the god tier example. After finally receiving the skill you practically become a fucking god and it's so satisfying.
Also some aspects of inFamous Second Son's smoke and neon powers.
