If Final Fantasy XIII, Splinter Cell, Deus Ex and Assassin's Creed can sell well on 360(and I'm not saying Final Fantasy sells better on 360, but that it sells well) then I absolutely refuse to believe that Metal Gear wouldn't find a sizable fanbase on 360.
No, each system is targeting different people and age groups. This is a marketing fact.
Wii=kids and family gaming experineces
360=Kids and Teens
PS3=Young Adults and Adults
All one has to do is look at the appeal of each system. Just look at the 360 layout, it's big and colorful like Myspace with disney cartoon like avatars that you can customize. It also has ads for concerts for teen bands and products like Axe, wich are targeting younger demographics. Jump into an XBL match, full of kids.
360 was cheaper when it came out, most kids just asked their mommy and daddy for one and that's what they got. PS3 was more expensive which required one with an income bracket to purchase, also the PlayStation brand is older than the 360 one, so most of it's fanbase has grown up now.

Different audinces appreciate different things. They have different tastes. 360 is the everymans console, PS3 is the luxuery console, and not everyone can have or afford a luxery. 360 = Common car, PS3 = Lamborgini or Ferrai.
