Ultima IX EA is partially to blame, but Origin gets most of the blame. EA is responsible for rushing the game, making it nearly unplayable at launch, but they did not write such a idiotic story that not only pissed on the lore of past Ultima games, but broke the themes of the series. Sorry, but thats all on Origin, Garriott, and the writers. Even if the game was rushed to hell, you can't excuse idiot writing and gigantic plot holes. Origin also dragged their feet, scrapping and restarting Ultima IX, with four versions. Cannot blame EA for most of the design decisions of the team, or the fact that they kept rebooting it. Maybe EA just cut their losses. And one of the greatest, if not the greatest RPG series ends in a massive epic fail. While the dungeons were actually great and the music was awesome, everything else sucks. SpoonyExperiement has a great video series on Ultima IX and just how bad it is. Most disappointing RPG of all time.

Hmm.You know what that's close enough.
Easy...while there are worse RPGs out there, none are more disappointing than...
Disagree. Ultima VIII was far, far worse. Even at launch IX was much better and today, after official patches, the unoffocial developer patch, and fan made lore/story and economy patches it's actually a great RPG. Something that can't be said about Ultima VIII, no matter how much you install.
To me, the most dissapointing RPGs of all time is this:
Sure...Lands of Lore 2 was a small dissapoitment, but it was still very fun game. LoL3 was just plain terrible.
I'm not sure about "all time" but my personal most disappointing RPG would have to be SaGa Frontier... after playing FF7 by Square, I picked up this... also a Square game but not the same caliber, from what I remember, too many random encounters.
