If you're online at the same time as everybody else, then yes. PC gaming isn't all high-end BTW.
This^ I'm sure this 4 year old computer would have no trouble running CS 1.6 or even source at low settings. That counts as PC gaming.

Theres no way to find those number and even still there are things for every platform that would inflate numbers in the same fashion, such as
How many soccer moms bought a Wii, played Wii Fit for a month, and haven't turned on their Wii in years?
How many people got the RROD and ended up buying another Xbox?
How many people bought a PS3 just to watch Blu Ray movies on?
It's fairly amazing considering Steam only passed the 4 million mark in the summer. Also fairly astonishing seeing as the PC has a rival platform in Origins which probably has its own respectable concurrent user base in BF3/SWTOR etc.
Steam loading on startup is an installation option as far as I'm aware. Xbox live's record was post release of MW3 and it was just under 3 million concurrent users. It's worth remembering that those users are not neccessarily playing all the time either, they are simply logged in.
Certainly if you go by the numbers, console gaming has been declining since 2009 despite more consoles being sold. PC gaming has been growing since then hugely. The advent of DD and especially Steam has played a huge role in this.
This...I'm one of them, and I'm not playing a game. I guarentee you the majority of those users aren't doing anything steam related.

For example, my grandma installed it because she thought it was an app that made the PC "steam" and allow it ot be used as a humidifier for her living room. My uncle installed it 'cause he thought it would update his background wallpaper with pictures of steam locomotives (he's a big train buff, and he doesn't even play Train Simulator - available on Steam!).
Hell, the only reason all my friends installed it is 'cause it looks pretty on the taskbar!

So are you contending, then, that 100% of those 5 million were online with intent to game? Because that certainly flies in the face of the argument that PCs are capable of much more than gaming. Look, people sign into services automatically when they use a machine for all sorts of reasons. My PC is signed into Steam right now. If I go watch a movie, my PS3 will be signed into PSN. When I used to use my 360 as a music player (before my receiver integrated that functionality), it would be signed into Live. Per this press release, it was 3.3 million simultaneous on all of Live, and more than that across day one for MW3 alone, with the single-franchise (possibly single-game; the wording is a bit ambiguous) simultaneous record on PSN as well (no numbers given).
