Are you kidding me? 9500GT? Dual core 3.0Ghz? No blu-ray drive? No OS? Crappy PSU included with the case? This barely even matches the 360...
And especially with "gaming" PC's that fall under $700, they often need to be updated in some way every 3 years. Where my PS3 doesn't need to be updated for like 6 years

At 1280x720p/800p, my ASUS G1SN laptop (with Core 2 Duo T7500 2.2Ghz (800FSB), 4GB RAM (dual channel PC5300), Geforce 9500M GS 512MB VRAM) can easily keep up with console targeted/ported games e.g. UT3, GearsOFWar, Fallout3, MassEffect, H.A.W.K, Mirror's Edge, Grid Race Driver, FarCry2, The Last Remnant (UE3), Left 4 Dead, Sacred 2: Fallen Angel, Assassins Creed. It's able to play Crysis Warhead at 1280x720p/800p, mainstream settings with gamer setting for textures, physics. PS; My laptop is fitted blu-ray-rom/dvd-burner drive.
As an 8 ROPs + unified shader equipped GPU, Geforce 8600 GT/9500's performance should be around 8 ROPs + unified shader equipped ATI Xenos.
Note that, Xbox 360'sPPE X3 shares 1.6Ghz L2 cache,total instruction issue per cycle rate of 6. IntelCore 2 Duo's total instruction issue per cycle rate is 8 and it's L2 cache is clocked at core speed. Core 2 Duo T7500 2.2Ghz (800FSB) is capable software render Quake 3 at normal settings, 640x480pand 32FPS (via Swiftshader+MESAWin 6.0OpenGL bridge).
