Depends on which version of RotTR we're talking about. The first game of the TR reboot became kind of a bench mark for a while for PC vs console graphics, so if we're talking RotTR PC vs UC4 PS4, then RotTR is almost guaranteed to win, if it's as much of an improvement as Square-Enix claim. As for the PS4 and X1 versions, that's harder to say until all three of them are out, but I'd imagine that UC4>RotTR PS4>RotTR X1, simply because UC4 is built with PS4 in mind.
If you're comparing it to PC ROTR, I doubt it will. Console vs console though, there's no doubt that Uncharted 4 will be a better looking game than ROTR XB1- or any console game, for that matter.
If we're talking technical stuff, don't know, don't care. As stated, it will likely be...
PC RotTR > UC4 > Xbone RotTR
That said, I'll be surprised if UC4 isn't one of the best looking games this gen. It may not push any technical limits, but it will be technically proficient. It's fucking Naughty Dog, of course they won't come up short. Add the sheer artistic talent on top of that, with a budget that most games only dream of having, and we should be seeing a game that is non stop eye candy.
Uncharted 4 will have higher fidelity art assets and a more detailed world with better overall art direction because that's what Naughty Dog does best.
Rise of the Tomb Raider on the PC will benefit from being able to render in 4k on certain rigs and take some amazing pictures.
If on xbox one, then yeah. If on PC, no way. PotatoStation can't compete with a max-out PC game in the same genre.
I'll go ahead and assume that the TC is talking about the XB1 version.
I doubt it, but I couldn't be sure. Although ND has lots of talent, I have yet to see the PS4 have anything that really impresses so far. Of course cows love to tout The Order, and driveclub, but they just don't hold up.
Infamous SS looked pretty good, but was empty. Ryse on XB1 is graphically more impressive than both Infamous, or The Order. Driveclub looks very nice in certain parts with rain, but overall isn't near as pretty as some would have you believe. Forza is more impressive just for the fact that it runs at a steady 60fps alone.
While the PS4 has a bit more power compared to the XB1, you sure can't tell by the exclusives released so far.
Naughty Dog's last two Uncharted games were 90+/100 at metacritic.
Rise of the TR was 86/100 at metacritic, TR2013 was 87/100.
Also, Rise was designed to support last gen hardware as Rise of the TR released on 360 & Xbone which gives Uncharted 4 a huge advantage in that it wasn't designed to be on last gen hardware like TR2013 and Rise of the TR were.
Furthermore, the extra power of the PS4 will help, as will ND's talent.
The final test will be when the game actually releases and we can judge.
If you want to talk PC, just save yourself time. We beat that horse to death over a decade ago. A PC version is obviously superior because it's not static hardware, but Rise of the TR's core assets could be better.

Truthfully, I was groggy from a late Saturday evening out and about and misread the OP thinking he was asking about the gameplay and graphics. I still answered graphics points, but ignore the gameplay/critics part of the answer.

what does the metacritic score have to do with the graphics?

I would bet anything it scores better than an 86.
Since when has a score ever mattered? It's all opinion and the only opinions that carry any value whatsoever is whichever opinion agrees with yours.
Well of course you'd assume that UC4 will look better... it's on a more powerful console. Whether it's as good of a game as ROTR, we'll see...
Probably on consoles, but RoTR will be a much much better game. Uncharted peaked at 2, the third game was significantly worse and Uncharted 4 will join the first UC game by scoring in the 80's on Metacritic. People have gotten past it's graphics and presentation and have seen the game for being a shallow, generic corridor shooter with a generic story and forgettable characters. Oh and the fact that the multiplayer is awful and runs on P2P servers and has microtransactions doesn't help either.
Why UC4? A few released games already looks better than it. The Order, Until Dawn and Drive Club already did. UC4 will absolutely smoke it both the PC and Xbone version. Rendering at 4k is not gonna change your shader complexity, lighting model, asset quality, effects and physics destruction etc. UC4 is a clear step up even from the E3 demo.

On pc? Absolutely not. Compared to the Bone version of TR? It will destroy it. It'll be as we were comparing games released 3-4 years apart. UC4 won't look so damn filled with jaggies and use garbage AA that adds shimmering all over your screen.
Yeah. PC as well since you won't get much change in core assets.
But, Tomb raider still looks good on Xb1. Hair looks a bit weird though.
Meh, as bland as UC stories have always been, TR just appears to be the same character with the same story: a cliche, sexualized, overcompensative character out to prove that girls can do what guys can equally or better. (I'm not being sexist here, If I am, it's unintentional). I'm pointing out that the series is on its last straws, and there really isn't much interesting about the LC. She lacks premise.
The PC version is just going to highlight all the flaws it has... which is quite a few.... The biggest one I notice is the geometry..... or rather lack of it for what is a next generation TR game.
Running on PC is only going to highlight that even more.
