According to posters on NG is not,and DF pulled that from the article they did about Killzone that showed only 6 cores,the problem is that the article was based on the demo of Killzone SF which was done on unfinish hardware,confirmed by guerrilla,in fact audio was done on the CPU when the audio on PS4 will be done on the sound chip.

But like i told Tessellation,lets say is true and that the PS4 reserve 2 core,that changes in nothing that the PS4 has faster bandwidth,more ram for games,and 700Gflops more of power,thanks to the 10% reservation of the GPU.
